Makes sense. I usually go by range. If I can duck under the punch, or get to the side, I'll use the bone, especially on that nasty little bundle of nerves on the forearm. But if the strike is going to land, usually I'll block with the muscle. It would vary on the strike, too. If it's an overhead hammerfist, then I would use the bone. A regular punch or kick, the muscle.
