They are called chibi (chibis), and are used sometimes in anime shows as little metaphorical things.
Say some dude outlines a plan, a little chibi version of himself and friends might appear in a thought bubble as a visual representation of what they will do, for the audience to look at.
Plus, they are darn cute!
